NHLSA Annual Webinar

 

An Annual Webinar will be held on Thursday, December 3, 2020 virtually via NSPS’ GoToWebinar platform.

There will be quite the contrast between our 50th annual last year and the educational opportunities we’re hoping to provide our members this December. The Executive Committee has decided that for the safety of our members and to make the content as accessible as praticable to everyone, the group will not be meeting in person but insead offer these webinars remotely this year on one day, December 3rd. The Annual Business Meeting has been postponed until February of 2021.

Doug will present and ponder case studies, and seek discussion about, retracement surveys of parcel boundaries which are segments of three larger constructs: original town lots, municipalities, and states. Among other aspects, we will look at how our surveying approaches may be similar or different for each, and how our methods – and professional standard-of-care expectations -- may have evolved with technological advancements.

 

Doug Burnell, LLS is now retired from HEB Engineers in North Conway. Doug has continued volunteer-surveying for, and being board president of, the USVLT, with a service area encompassing eight towns in NH and three in ME.

 

What began as a roll out, the new GNSS hardware for a few construction offices at the Oregon Department of Transportation became an agency wide paradigm shift in how high accuracy GNSS was viewed. High accuracy GNSS became a resource available for ALL and not a tool locked in the surveyors truck. This presentation will cover why the project was initiated, the equipment used, the training delivered, a cross section of field uses, and where the project is headed in the future. Benefits realized thus far in the project, obstacles encountered, cost of implementation, and other potential uses will also be covered.

 

Chris Pucci, PLS is a Project Surveyor at the headquarters level for the Oregon Department of Transportation. He is a graduate of Oregon State University and has been a licensed Professional Land Surveyor in Oregon since 2007. Prior to joining ODOT, he worked for two counties and one of the larger cities in Oregon. He has surveyed for planning, project development, right of way, construction, and everything in the middle. He is currently working on ground penetrating radar, contract specifications to support 3D engineered models and automated machine guidance, general land surveyor training, and subsurface utility engineering. He is also an adjunct instructor at his local community college, teaching the next round of future land surveyors.

 

GNSS technologies have been changing over the last few years with new constellations and improving equipment technologies. We will discuss these changes and how additional sensor

technologies including IMU’s and Imaging are being combined with these GNSS sensors. Now your RTK rover can collect data anywhere “you can see” via imagery including creating point clouds from these images.

 

Jim Bosworth earned a B.S in Surveying Engineering from the University of Maine (91’) and earned his LSIT while attending college. Upon graduation from college, he went to work for Sokkia Corporation as a sales support engineer for the midwest US region. He joined Maine Technical Source, Inc. in 1993 as the Woburn, MA Sales Manager and has focused on Geomatics and HDS scanning equipment sales, training, and support for over 25 years.

 

Jennifer & Samara will provide an overview of the National Flood Insurance Program, and information, resources, and tips for surveyors and engineers on using and revising the floodplain maps through the FEMA Letter of Map Change process, and completing the FEMA Elevation Certificate.

 

Jennifer Gilbert has been New Hampshire’s state coordinator for FEMA’s National Flood Insurance Program since 2005. For six years prior, Jennifer worked as an environmental planner for engineering consulting firms preparing environmental reports and conducting public outreach activities for both highway and airport projects. Jennifer has a B.S. in Environmental Planning and Environmental Science and a M.A. in Urban and Regional Planning. Jennifer is a Certified Floodplain Manager (CFM®) and an Associate in National Flood Insurance (ANFI™).

 

Samara Ebinger is a Principal Planner at the New Hampshire Office of Strategic Initiatives where she assists in the coordination of the National Flood Insurance Program at the state level. She has a Bachelor of Arts degree in Geography from George Mason University in Fairfax, Virginia and a Master of Arts degree in Geography from the University of New Orleans. She has spent much of her career focused on floodplain management issues and hazard identification mapping in both the public and private sectors.
