This seminar will provide detailed training on completing a FEMA Elevation Certificate (EC) accurately and in its entirety, allowing full compliance with any program that requires submission of a FEMA EC. With this in mind, the seminar instructor will:

• Review the new EC and provide guidance on implementation and use.
• Cover EC requirements for surveying, foundation flood openings, and certification.
• Review the Community Rating System (CRS) requirements for an EC and those portions that can differ from other programs.
• Identify the portions of the EC instructions that should not be used, in order to achieve full compliance with all programs.
• Include common errors and omissions, review of the various EC building diagrams, and real-world examples
• Review Massachusetts requirements for signing, sealing, and certifying the EC.

Seminar attendees are expected to learn to:

• Complete a FEMA EC in order to satisfy the requirements of any program
• Understand the data needs for each individual EC section
• Understand how the EC is used by CRS
• Change approach from 'minimum needs' to 'best practice'
• Avoid common mistakes that can invalidate the EC for certain programs      

Del Schwalls, PE, CFM

Del Schwalls, PE, CFM, is President of Schwalls Consulting LLC, with more than 16 years of experience in floodplain management and water resources engineering. He conducts trainings across Florida on accurately completing FEMA Elevation Certificates (ECs) and addressing EC deficiencies, and speaks around the country on proper floodplain management. He also assists communities with implementing, managing, and improving their overall Community Rating System (CRS) programs, including guiding them through CRS enrollment, annual recertifications, and five-year cycle visits. In addition to CRS, Mr. Schwalls specializes in developing FEMA floodplain analysis and mapping, and conducting independent QA/QC of FEMA Flood Risk projects and Flood Insurance Studies. He began his career in D.C. reviewing floodplain analysis and mapping updates for FEMA. He has developed successful FEMA Hazard Mitigation Assistance (HMA) grants and served as a subject matter expert (SME) in HMA grants and FEMA benefit cost analysis for the States of Vermont and Colorado. He is currently the Hydrology SME to the Florida Commission on Hurricane Loss Projection Methodology. Mr. Schwalls holds a BS in environmental engineering from Mercer University, is a registered PE in FL, AL, GA, and SC, and became a Certified Floodplain Manager (CFM) in 2003. He is Regional Director for the Association of State Floodplain Managers (ASFPM) representing the southeast US, Vice-Chair of the Florida Floodplain Managers Association (FFMA), Co-Chair of the FFMA CRS/Insurance Committee, and served as an FFMA Regional Director for six years.
