Purpose: This training program has been designed for engineering and environmental consultants. Its intent is to improve understanding, review, and documentation in support of the Massachusetts Environmental Policy Act (MEPA) and National Environmental Policy Act (NEPA) regulations and their implementation in Highway Division projects. This is critical to progressing transportation projects while preserving the environment.
This training program includes three sessions:
1) February 26: The NEPA/MEPA Overview Webinar will provide a high-level presentation on important elements of NEPA and MEPA, with an extended time for discussion. Its audience is targeted for those who are becoming involved in MEPA and NEPA review or may be managing a project that requires MEPA or NEPA compliance.
2) March 25, in-person, space limited: The MEPA Training will dive into the details of MEPA requirements, common thresholds, and documentation of an Environmental Notification Form (ENF). The MEPA training is targeted for those who are involved in reviewing for and providing documentation for MEPA compliance on Highway Division projects.
3) April 16, in-person, space limited: The NEPA Training will go into further detail of reviewing a project under NEPA and preparing common Categorical Exclusions (CEs) under the 2016 MassDOT and FHWA Programmatic Agreement for CEs. The NEPA training is targeted for those who are involved in reviewing for and providing documentation for NEPA compliance.
