FEMA Elevation Certificates (ECs) are critical for the National Flood Insurance Program (NFIP) in many ways. They ensure compliance with local floodplain ordinances and help determine whether a building is in a flood zone. Most importantly for homeowners, Elevation Certificates have implications on flood insurance rating as each of its sections can and will affect insurance premiums. This webinar will cover what a land surveyor needs to know about both NFIP and private flood insurance as well as related legislative issues and potential changes to these programs. It will also provide a detailed review of the how the elevation certificate is used and interpreted. Tips and tricks how the diagram numbers factor into flood insurance rating will be discussed.

Joe Rossi, CFM, ANFI, Flood Specialist, RogersGray Insurance
Joe Rossi is the Flood Specialist for RogersGray Insurance, one of the nation’s largest insurance agencies, where he oversees all flood operations. Joe is Chair and Executive Director of the Massachusetts Coastal Coalition. Founded by Joe in 2012, the Coalition is a regional and national nonprofit which educates, advocates, and informs stakeholders on all flood hazards. Joe is Co-Chair of the National Flood Association’s Legislative Committee, a Board Member on the Independent Insurance Agent and Brokers Association’s Flood Insurance Task Force and a member of the Flood Insurance Producers National Committee. Joe Chairs the Town of Marshfield, Massachusetts’s Community Rating System (CRS) committee and is on the Massachusetts Association of Floodplain Management’s Board of Directors. Joe graduated from Wentworth Institute of Technology with a bachelor’s degree in architecture. Joe began in the field by Chairing the Town of Marshfield Seawall Committee in 2010.
Lisa A. Sharrard (Jones), CFM, ANFI, CPM
Lisa Sharrard is a nationally recognized expert in her field with over 33 years of direct experience in Flood Insurance and floodplain management. After serving in the public sector of state government for 25 years Lisa opened her own insurance agency, Choice Flood Insurance LLC and a consulting business, U.S. Flood Solutions LLC, specializing in flood insurance and flood mitigation. She is the original “Flood Insurance Advocate” advocating for policy holders and property owners, by applying her institutional knowledge, to lower flood insurance premiums and potential flood losses. Prior to her current role, Lisa was the state coordinator for the Flood Mitigation Program at the SC Department of Natural Resources where she managed the oversight of the Federal Emergency Management Agency’s (FEMA) community compliance programs, flood mitigation and flood mapping. Lisa is a licensed insurance agent, licensed insurance adjuster; a certified floodplain manager through the Association of State Floodplain Managers and serves on the CFM Board of Regents, as well as the Independent Insurance Agents and Brokers Association (IIABA) Flood Insurance Committee, nationally. Lisa also holds her Associate National Flood Insurance (ANFI) by The Institutes and is a Certified Public Manager. As a subject matter expert, Lisa is actively engaged in training and education in her profession, most recently having been retained for the development of FEMA’s “Managing Floodplain Development through the National Flood Insurance Program” Train-The-Trainer course.
